The City of Helsinki Economic Development Service is the leading regional operator in the field of economic policy and business advice, and it plays an active role.

The Business Development division offers information and training services for new and established entrepreneurs, and also takes part in funding business incubator activities. It establishes collaboration networks with universities and colleges, and is in charge of collaboration with reference groups such as the state, municipalities within the metropolitan capital, businesses, economic organisations, and joint ventures. It also produces information for businesses about the services offered by the city.

Developing the tourism industry is one of the focus areas of the city's business promotion strategy. The Tourist and Convention Bureau is part of the Economic Development Service.

In accordance with the Business Promotion Strategy, the City Events Unit develops Helsinki as an attractive city of events. The unit organises the city events in Finland and abroad, promotes Helsinki as a venue for major international events, and develops services for event organisers.
